ARTICLE 1 – Name
The name of the organization is Palmerton Youth Wrestling and Cheerleading Association. (PYWCA for short)
ARTICLE 2 – Purpose
The purpose of the PYWCA is to provide elementary age children residing in the Palmerton Area School District the opportunity to learn and participate in the sports of wrestling and cheerleading. By having the opportunity to compete against other programs from surrounding communities, the children will be introduced to athletic competition that will bolster self confidence as well as sportsmanship and team work.
ARTICLE 3 – Membership & Dues
Definition of a Member is a parent or legal guardian of a registered child in PYWCA.
1. Fees for wrestling and cheerleading sign-ups shall be the same amount as voted on by the board prior to holding signups. Signups will be held annually in September.
2. Wrestlers and Cheerleaders must pay sign-up fees by the first team practice.
3. Deposits on all uniforms will be collected before uniforms are issued. Checks will be returned at the time when the uniform is returned.
4. No child shall be allowed to join the program after the third League Meeting. (unless transferred)
5. Wrestlers must be five (5) years old by the start of the school year and no older than 13 by September 1st. (PK-6th grade)
6. Cheerleading Squad – Cheerleaders are limited to the first 30 to register. Cheerleaders must be in grades first through sixth.
ARTICLE 4 – Officers & Election
The Fiscal calendar will run April 1 – March 31.
1. The board of this organization will consist of:
a. President
b. Vice-President
c. Secretary
d. Treasurer
2. Officers shall be elected by ballot at the Annual meeting held in April.
3. Officers shall assume their official duties immediately following the April meeting and shall serve for a term of 1 year and until the election of their successors. Complete reports, financial reports and meeting minutes must be passed along to the new Officers at this time.
4. A board member shall not be eligible to serve more than 4 consecutive terms in the same office, unless the association is in danger of disbanding due to no nominations for the office (s).
5. No two (2) family members or member of the same household may occupy a board position.
6. You must have a registered child in PYWCA and remain in good standing with the organization to hold a board position.
7. There shall be a nominating committee of three members. This committee shall nominate one eligible member for each office to be filled and report its nominees at the annual banquet or March meeting. All nominations should be given to the nominating committee prior to the March meeting/Banquet. Nominations from the floor will be accepted at the Banquet prior to announcement of final candidates – no write ins will be accepted after the banquet. If nominees consent, the nominating committee will prepare a ballot which will be voted upon at the April meeting.
8. In the event a Board Member cannot fulfill his/her term, the remaining board will appoint someone to fill this position until the next election is held.
ARTICLE 5 – Duties of Officers
1. President – The President shall preside over meetings. The president has the power to enforce all terms and provision of the by-laws and all other rules and regulations passed by the majority of the representatives in attendance.
2. Vice-President – In the event of the President not being able to attend a meeting the vice-president shall preside over the meeting with the same powers.
3. Secretary – The Secretary shall keep accurate records of the meeting. The Secretary shall maintain the minutes for the year as permanent records. Minutes should be made available within two weeks after a meeting occurs.
4. Treasurer – The Treasurer and another appointed Board Member must sign all PYWCA checks. The Treasurer shall maintain a bank account for the PYWCA funds. The Treasurer shall give a typed financial report at each meeting detailing all expenses and income, so that the balance can be made part of the monthly meeting minutes.
ARTICLE 6 – Coaching/Support Staff & Responsibilities
1. The following coaching positions will be appointed by the Board.
a. Varsity Coach
b. Varsity Assistant Coach
c. JV Coach
d. JV Assistant Coach
e. Exhibition Coach
f. Exhibition Assistant
g. Cheering Coach
h. Cheering Assistant Coach
2. Anyone interested in holding a coaching position must apply in writing and a criminal background check may be conducted at the discretion of the Board. Letter of interest must be received by the board before the August meeting at which time the coaches will be selected.
3. Statistician will be appointed by the Board prior to the first match and is to follow rules in accordance with the VEWL bylaws
4. League Representative will be appointed by the Board prior to September 1. The League Representative is responsible for attending monthly VEWL meetings pertaining to official rules and regulation changes which need to be passed onto all coaching staff. The League Representative is responsible for setting up VEWL tournaments.
ARTICLE 7 – Awards
1. Each year there will be Coaches Awards given to wrestlers throughtout the year and at the end of year banquet. These awards will be determined by the Coaches and Board before the start of the season. These awards should be presented to the team as incentive, criteria should be included with list.
2. 31 Point Club
Based on a 10 Match Season, if less or greater, an adjustment must be made to the number. Points are earned by the amount of team points a wrestlers earns. IT IS NOT SEED POINTS. Points are as follows:
3 points for a decision
4 points for a major decision
5 points for a tech fall
6 points for a pin or forfeit
Wrestlers earning the 31 point club will be added to the plaque in the Wrestling room and will receive an individual award.
3. Division Champs shall receive a $50 saving bond from the organization.
4. At the banquet, the organization shall give a jacket to each 6th grade wrestler and cheerleader that has been in the program for 5 or more years.
5. The organization shall give a $250.00 Scholarship award to an outstanding high school graduating senior.
CRITERIA: A graduating senior of the Palmerton Area High School who has maintained an outstanding academic record, while promoting the sport of Wrestling and demonstrating good sportsmanship throughout his scholastic career.
Applications shall be delivered to the guidance office each year by a PYWCA designee and should be picked up and reviewed by the board members.
The board shall make the final determination of who shall receive the scholarship and notify the guidance office immediately of the selection.
ARTICLE 8 – Meetings
1. Regular meetings of the association shall be held on the second Monday of each month at 7:00PM, unless otherwise notified. Five days notice shall be given prior to a date change.
2. Three (3) board members must be present to hold a meeting and during any voting. All members present at the meeting will have a counted vote. In the event of a tie the President’s vote is the deciding vote.
ARTICLE 9 - Amendments
1. The By-Laws may be amended at any regular meeting of the association by a 2/3 vote of the members present and voting. The proposed additions or changes must be presented at a meeting prior to being voted upon.
ARTICLE 10 – MISC.
1. Any reimbursement of funds by PYWCA must be approved in writing prior to purchase.
2. Income and Expenses for Wrestling and Cheerleading will be kept separately controlled by the Treasurer.
3. Before money leaves an event it must be counted by 2 officers and a slip initialed by both.
4. Should the organization ever disband, all monies will be transferred to the Jr/Sr High School Wrestling Parents Club to remain in a separate CD rollover account until a new youth program is established.
